He clearly meant that the border fence had not worked anywhere on the border, and just as clearly that's a lie.

"It hasn't worked" isn't a "lie", it's a perfectly justifiable statement--illegal border crossing has a whole has continued to rise, even after the San Diego fence got built! People just went through another area! And you think, if it was a 10-ft high wall on the whole border, folks wouldn't get "an 11-ft high ladder", as Richardson says? __________________________________________________

Obviously, the fence works in San Diego. Ergo, Richardson lied. Someone who's not a loose borders hack/OAS appointee would have pointed to San Diego as an example of how fencing works. __________________________________________________

If you calculate the # of border patrol agents and resources at or near the Tijuana border and expect to have the ability to duplicate that across every cactus crossing in CA/AZ/NM/TX you are kidding yourself. __________________________________________________

However, in answer to the specific question as to whether it had worked "anywhere along the border", he said it had not.
